Whenever a petition signed by one hundred eligible electors residing in the school district or a number of eligible electors residing in the school district equal to at least ten percent of the number of voters in the last preceding regular school election, whichever is greater, is filed with the secretary sixty days or more before the regular school election, asking that the question of providing free textbooks for the use of pupils in the school district’s attendance centersbesubmittedtothevotersatthenextregularschoolelection, thesecretaryshallcause notice of the proposition to be given in the notice of the election.
