Any lot of commercial fertilizer or beneficial substance not in compliance with the provisions of this chapter shall be subject to seizure on complaint of the secretary to a court of competent jurisdiction in the county or adjoining county in which the commercial fertilizer or beneficial substance is located. In the event the court finds the commercial fertilizer or beneficial substance to be in violation of this chapter or an order for the condemnation of the commercial fertilizer or beneficial substance, the commercial fertilizer or beneficial substance shall be disposed of in any manner consistent with the quality of the commercial fertilizer or beneficial substance and the laws of the state.
