189.16 Possession and control of 189.28 Goods for sale in other states. adulterated and improperly 189.29 Reports by dealers. labeled articles. 189.30 Contracts invalid. 189.17 Confiscation or condemnation. 189.31 Fees paid into state treasury. SUBCHAPTER I DEFINITIONS AND DUTIES 189.1 Definitions. For the purpose of this subtitle, unless the context otherwise requires:

1.“Article” means food, commercial feed, agricultural seed, commercial fertilizer, drug, pesticide, hemp or a hemp product, and paint, in the sense in which they are defined in the various provisions of this subtitle.
2.“Department” means the department of agriculture and land stewardship, and if the department is required or authorized to do an act, the act may be performed by a regular assistant or a duly authorized age
