This chapter is enacted as an exercise of the police powers of the state to promote the
publichealth,safety,andwelfarebysafeguardingthepeopleofthisstateagainstincompetent,
dishonest, or unprincipled practitioners of veterinary medicine. It is declared that the right to
practice veterinary medicine is a privilege conferred by legislative grant to persons possessed
of the personal and professional qualifications specified in this chapter. This chapter shall be
liberally construed to effect the legislative purpose.
