The spaceport facility at Cape San Blas may only be developed in accordance with the recommendations of the Spaceport Florida Feasibility Study upon the following conditions:
(1)Construction at the site shall not cause significant degradation of the water quality or injure aquatic life in St. Joseph Bay or the adjacent water of the Gulf of America.
(2)Rocket launches shall be limited to small sounding rockets or other similar suborbital craft.
(3)Construction on site shall be placed within the boundaries of facilities existing on the effective date of this act.
(4)Construction of support facilities, other than those needed for direct rocket launching, shall be located a minimum of 5 miles from the launch facility. The board, or persons leasing from the board, shall not permit the u
