(a)A foreign personal representative of a decedent who owned any property located in the District of Columbia shall publish once a week for 2 successive weeks a notice in a legal periodical or newspaper of general circulation in the District or any other publication as the Court may provide by Rule. This notice shall include an announcement of such representative’s appointment, name and address, agent’s name and address in the District of Columbia for service of process on file with the Register, the name of the court that made such
