(a)An action for a nonadversarial dissolution of marriage may be commenced by the filing of a joint petition in the judicial district in which one of the parties resides. The joint petition shall be notarized and contain an attestation, under oath, by each party that the conditions set forth in subsection (b) of this section exist.
(b)An action brought pursuant to subsection (a) of this section may proceed if, at the time of the filing of the action, the parties attest, under oath, that the following conditions exist:
(1)The marriage has broken down irretrievably;
(2)the duration of the marriage does not exceed nine years;
(3)neither party to the action is pregnant;
(4)no children were born to or adopted by the parties prior to, or during, the marriage;
