The commissioner may adopt rules for determining the qualifications of applicants for a public weighmaster license. The commissioner may pass upon the qualifications of each applicant upon the basis of the information supplied in such applicant's application, or the commissioner may examine such applicant orally or in writing, or both, for the purpose of determining such applicant's qualifications. The commissioner shall grant a public weighmaster license to each applicant who is found to possess the qualifications required in section 43-16c. The commissioner shall keep a record of all such applications and of all licenses issued thereon.
