Any permittee who, either personally or through such permittee's servant or agent, allows any minor, intoxicated person or person to whom the sale or gift of alcoholic liquor has been prohibited by law to loiter on the permit premises where alcoholic liquor is kept for sale, or who allows any minor, other than a person who is at least eighteen years of age and an employee or permit holder under section 30-90a or a minor accompanied by the minor's parent or guardian, or intoxicated person to be in any room where alcoholic liquor is served at any bar, shall be subject to the penalties described in section 30-113.
