(a)A package store permit issued under subsection (b) of section 30-20 may be renewed by the person to whom such permit was issued or by any person who (1) is a transferee or purchaser of premises operating under a package store permit issued under subsection (b) of section 30-20, and (2) meets the requirements of this chapter concerning eligibility for a liquor permit. Commencing June 8, 1986, the Department of Consumer Protection may issue one package store permit under subsection (b) of section 30-20 for every twenty-five hundred residents of a town as determined by the most recently completed decennial census. (2) If an applicant for a package store permit under subsection (b) of section 30-20 fails to open to the public for continuous operation on or before the deadline established by the Department of Consumer Protection under subparagraph (B) of subdivision (1) of this subsection, the department may deem such applicant's application to have been withdrawn and expired for the purpose of preventing placeholding. For the purposes of this subdivision, “placeholding” means (A) applying for the last available package store permit in a town, and (B) failing to open to the public for continuous operation on or before the deadline established by the department under subparagraph (B) of subdivision (1) of this subsection.
