Wherever the term “Public Utilities Regulatory Authority” occurs or is referred to in chapters 245, 245a and 245b relating to the duties and responsibilities of said authority, it shall be deemed to mean or refer to the Commissioner of Transportation. See chapter 245 re railroads and railways. See chapter 245a re railroad construction and location. See chapter 245b re railroad operations. See Sec. 23-42 et seq. re railroad fire hazards.
