Not later than October 1, 2024, the Commissioner of Transportation shall develop, and thereafter revise as necessary, a process by which the chief executive officer of a municipality, traffic authority, as defined in section 14-297, or regional council of governments may request the Department of Transportation to perform a road safety audit of a specified state highway for the purpose of identifying transportation safety solutions and improving motor vehicle, bicycle and pedestrian traffic upon such state highway. Any such process shall require the commissioner to notify, in writing, the requesting chief executive officer, traffic authority or regional council of governments, not later than sixty days after receipt of any such request, of the commissioner's determination (1) to perform su
