Not later than July 1, 2024, the Commissioner of Transportation shall adopt an intersection control evaluation policy to be used by the Department of Transportation when evaluating the construction of a new intersection or the modification of an existing intersection. Such policy shall (1) provide a decision-making framework to screen intersection alternatives with specific performance-based criteria in order to identify an optimal solution, (2) require the use of consistent documentation for each evaluation of a new or existing intersection, and (3) be revised as the commissioner deems necessary.
