The Department of Transportation, in collaboration with the Departments of Education, Motor Vehicles, Public Health, Social Services and Veterans Affairs, shall establish a program to promote the use of seat safety belts among vulnerable communities, as identified by the Department of Transportation, that are less likely to wear a seat safety belt when in a motor vehicle. Such program may include, but need not be limited to, peer-to-peer education and outreach to parents and various community organizations.
