Notwithstanding the provisions of chapter 67, the Commissioner of Transportation may consider an application for employment submitted by a candidate for a position at the Department of Transportation for another open position at the department without requiring such candidate to submit an application for such other position, provided such candidate meets the minimum qualifications of experience and training for such other position.
