Text
The board of county commissioners
of each county in the state of Colorado is authorized to lease a right-of-way over
any lands in the state of Colorado held for public purposes which are not in actual
use for the purpose to which they are dedicated, for such period of time and under
such terms and conditions as it deems advisable, and to construct and maintain
public roads and highways thereon.
