Text
(1)The
commissioner may:
(a)Adopt any rule reasonably necessary to implement this article 77; and
(b)Administer and enforce this article 77 and any rules adopted under this
article 77.
(2)In accordance with article 4 of title 24, the commissioner shall conduct
hearings required by this article 77 and, at the commissioner's discretion, use
administrative law judges to conduct the hearings.
