Text
The commissioner shall organize the
department so that all employees of the department, so far as possible, are
interchangeable in work assignment so that they may be shifted within the
department to meet seasonal and emergency demands upon any division or section
of the department and so that the number of such employees is kept to a minimum
possible for efficient operation.
