Text

(1)A person shall not manufacture commercial feed within the state, or allow the person's name to appear on the label of a commercial feed as guarantor, without first registering with the department. Such registration expires on the date specified by the commissioner by rule and may be renewed annually.
(2)Nothing in this article shall require a person to register with the department to do the following:
(a)Distribute packaged commercial feed in its original package if that feed was packaged and labeled by a registered manufacturer or distributor whose name and address appears on the package label;
(b)Distribute bulk commercial feed that is:
(I)Distributed in the same form, but not necessarily the same quantities, in which it was received from a registered manufacturer or
