Any person, partnership, or corporation who violates any provision or requirement of this article 55 or any rule or regulation adopted by the state board of stock inspection commissioners commits a class 2 misdemeanor. It is the duty of the district attorney of the district in which such offense is committed, upon complaint of any private person, or of a sanitary or brand inspector, or of the state board of stock inspection commissioners, to prosecute the same if, after investigation, the district attorney believes a violation has occurred.
