When a person takes into the person's custody an estray animal and sends a description of the same to the state board of stock inspection commissioners, the person may hold the estray animal lawfully until relieved of its custody by the state board of stock inspection commissioners. If a claimant for the estray animal applies to the person who has custody of the estray animal for possession of the same, the person shall at once notify the state board of stock inspection commissioners in writing of such application, and, if the board is satisfied that the applicant is the rightful owner, it shall forthwith issue an order authorizing the person with custody to deliver the estray to the owner, who may be required to pay any reasonable charges made by the person with custody.
