As used in this article 3, unless the context otherwise requires:

(1)Department means the department of agriculture.
(2)Other states of the United States includes Puerto Rico.
(3)Person includes an individual, corporation, partnership, firm, business trust, joint stock company, association, syndicate, group, pool, joint venture, and any other unincorporated association or group.
