Information obtained as the result of an inspection made under this article 23 shall not be open to inspection by the public; except that the commissioner of agriculture shall prepare and certify to any financially interested party a copy of the original inspection certificate of any inspection upon the payment to the commissioner of any required fees. The commissioner may prescribe rules governing the issuance of such certificates.
