Text
(1)The formation of a rail district shall be
initiated by a petition signed by eligible electors of the proposed rail district in
number not less than five percent of the votes cast in the proposed rail district for
all candidates for the office of secretary of state at the last preceding general
election. The petition shall be filed with the district court of the county which has
the largest population within the proposed rail district and a copy thereof delivered
to the organizational commission upon its appointment by the court. In addition, a
copy thereof shall also be filed with the division of local government in the
department of local affairs.
(2)(a) The petition shall state the name proposed for the rail district, shall
