Text
(1)In
addition to the powers specified in section 32-1-1001, the board of any tunnel
district has the following powers for and on behalf of such district:
(a)To acquire, construct, improve, equip, operate, maintain, and finance one
or more tunnel projects;
(b)To enter into contracts and agreements concerning the affairs of the
tunnel district, including contracts with the United States, the state, any political
subdivision of the state, any agency or instrumentality of any of the foregoing, and
any private person, without taking bids therefor or otherwise awarding the same on
a competitive basis, if in the opinion of the board, it is in the best interests of the
tunnel district to so proceed;
(c)To exercise the power of eminent domain and, in the manner provided by
