Text
(1)All cases in which there may arise a question
of validity of any power granted in this article or of any other provision of this article
shall be advanced as a matter of immediate public interest and concern and shall
be heard at the earliest practicable moment.
(2)The courts shall be open at all times for the purposes of this article.
