(1)This article, without reference to other
statutes of the state, except as otherwise expressly provided in this article, shall
constitute full authority for the exercise of powers granted in this article, including
without limitation the financing of any project authorized in this article wholly or in
part and the issuance of district securities to evidence such loans.
(2)No other act or law with regard to the authorization or issuance of
securities or the exercise of any other power granted in this article that provides for
an election, requires an approval, or in any way impedes or restricts the carrying out
of the acts authorized in this article to be done shall be construed as applying to
any proceedings taken under this article or acts done pursuant to this article,
