(1)The board may adopt a resolution to divide
the district into director districts. A district with a five-member board may be
divided into five director districts and a district with a seven-member board may be
divided into seven director districts. Each director district must have, as nearly as
possible, the same number of eligible electors and shall be as contiguous and
compact as possible. In making the division, the board shall consider existing or
potential developments within the proposed director districts that, when
completed, would, in the reasonably near future, increase or decrease the number
of eligible electors within the director district. The board shall then select from its
