Any instrument
executed by an authority and purporting to convey any right, title, or interest of the
authority in any property pursuant to this article 31 is conclusively presumed to
have been made and executed in compliance with the provisions of this article 31
insofar as title or other interest of any bona fide purchasers, lessees, or transferees
of such property is concerned.
