All
ordinances shall require for their passage or adoption the concurrence of a majority
of the board of county commissioners. All ordinances may be proven by the seal of
the county, and, when printed in book or pamphlet form and purporting to be
printed and published by authority of the county, the same shall be received in
evidence in all courts and places without further proof.
