It is determined and declared that there
exist within the state of Colorado substandard and unsanitary areas, occasioned by
inadequate planning, excessive land coverage, lack of proper light, air, and open
space, defective design and arrangement of buildings, lack of proper sanitary
facilities, and the existence of buildings, which, by reason of age, obsolescence, or
physical deterioration, have become economic and social liabilities; that such
conditions are conducive to ill health, transmission of disease, infant mortality,
juvenile delinquency, and crime; and that such conditions impair the economic value
of wide areas, infecting them with economic blight which results in inability to pay
