Nothing in this part 11
constitutes a restriction or limitation upon any other powers that the authority
might otherwise have under any other law of the state, and this part 11 is cumulative
to any such powers. This part 11 does and is construed to provide a complete,
additional, and alternative method for acting in any manner authorized thereby and
is supplemental and additional to powers conferred by other laws.
