Text
The officer or employee of the local
government whose duty it is to disburse moneys or issue orders for the payment of
money shall keep in his office a record showing the amounts authorized by the
appropriation and the expenditures drawn against the same and also a record of the
transfer of moneys from one fund to another and of any authorized additional
expenditures as provided in section 29-1-111. Such record shall be kept so that it will
show at all times the unexpended balance in each of the appropriated funds or
spending agencies. Such officer or employee shall report on such record as may be
required by the governing body. No such officer or employee shall disburse any
moneys or issue orders for the payment of money in excess of the amount available
as shown by said record
