(1)Upon the adoption of the board of
directors of the urban drainage and flood control district and the board of directors
of the authority created herein of a joint resolution delegating the agreed-upon
responsibility to the urban drainage and flood control district for carrying out and
meeting, within the district's boundaries, the compliance requirements and the
permitting requirements imposed with respect to storm water runoff quality by the
federal Water Quality Act of 1987 and any regulations and standards adopted
pursuant thereto or pursuant to state law, all powers contained in this act to deal
with water quality control and compliance relating to the agreed-upon aspects of
storm water runoff and nonpoint sources of pollution, including financial powers
and special asses
