Text
The board shall elect from its
members a president, a vice-president, and such other board officers as it shall
determine. The executive director of the department, in the discretion of the board,
may serve as secretary of the board but shall not be eligible to appointment as a
member. All board officers shall hold their offices at the pleasure of the board.
Regular meetings of the board shall be held not less than once every three months
at such times as may be fixed by resolution of the board. Special meetings may be
called by the president, by the executive director of the department, or by a
majority of the members of the board at any time on three days' prior notice by mail
or, in case of emergency, on twenty-four hours' notice by telephone or other
telecommunications device
