If a permittee requests a
hearing pursuant to section 24-4-105, C.R.S., challenging final action by the division
in regard to any terms and conditions of a renewal permit, said permit shall become
effective in its entirety unless a stay is granted pursuant to this section. The division
may stay any contested terms and conditions of a permit for good cause shown. The
division shall act on any stay request within ten days of receipt thereof. Any stay
granted under this section shall expire when a final determination is made after the
conclusion of the hearing held pursuant to section 24-4-105, C.R.S. During the
period of any such stay, the corresponding terms and conditions of the prior permit
