Text
Notwithstanding any other provision of this part 12,
no owner or operator of a stationary source or group of stationary sources shall
lose the benefits of regulatory assurances granted under this part 12 by
transferring, selling, banking, or otherwise using allowances established under Title
IV of the federal act or by any other federally required trading program of regional
or national applicability as a result of entering into a voluntary agreement.
