Text
(1)Four members of
the board shall constitute a quorum for the purpose of conducting business and
exercising its powers. Action may be taken by the board upon the affirmative vote
of at least four of its members. A vacancy in the membership of the board shall not
impair the right of a quorum of the board to exercise all the rights and perform all
the duties of the board.
(2)Each meeting of the board for any purpose whatsoever shall be open to
the public. Notice of meetings shall be as provided in the bylaws of the authority.
One or more members of the board may participate in a meeting of the board or a
committee of the board and may vote on resolutions presented at the meeting
through the use of telecommunications devices, including, but not limited to, a
conference telephone
