(1)The general assembly hereby
finds and declares that protection of the health and welfare of the children of this
state is an important goal of the citizens of this state, and the injury and death of
infants and children are serious public health concerns that require legislative
action. The general assembly further finds that the prevention of child abuse,
neglect, and fatalities is a community responsibility; that professionals from
disparate disciplines have responsibilities to children and have expertise that can
promote the safety and well-being of children; and that multidisciplinary reviews of
child abuse, neglect, and fatalities can lead to a greater understanding of the
causes of, and methods of preventing, child abuse, neglect, and fatalities.
