(1)In addition to all other
powers and duties conferred and imposed upon the state board, the state board has
the following specific powers and duties:
(a)To establish, by rule, the core public health services that each county and
district public health agency must provide or arrange for the provision of said
services;
(b)To establish, by rule, the minimum quality standards for public health
services;
(c)To establish, by rule, the minimum qualifications for county and district
public health directors and medical officers;
(d)To ensure the development and implementation of a comprehensive,
statewide public health improvement plan;
(e)To review all county and district public health agency public health plans,
which review shall be based on criteria established by rule by t
