The governor of the state
of Colorado is authorized, for and on behalf of the state of Colorado, to make
application for and secure the transfer to the state of Colorado of federal surplus
property for the purpose of establishing state public health facilities in the state of
Colorado; and to do and perform any acts and things which may be necessary to
carry out the above, including the preparing, making, and filing of plans,
applications, reports, and other documents, and the execution, acceptance,
delivery, and recordation of agreements, deeds, and other instruments pertaining to
the transfer of said property. The governor is further authorized to expend available
general revenue funds, or such other funds as may be made available by the
