Text

Notwithstanding the provisions of article IX (a) of the compact, the participation of the state of Colorado in the compact shall not become effective until twenty-four or more states have enacted this compact into law; except that if twelve or more states have enacted this compact into law, then, upon request of the commissioner of the state vehicle equipment safety commission, the governor may enter into this compact on behalf of the state of Colorado.
