After said
compact becomes effective, the two Colorado members of the four-member
Cumbres and Toltec scenic railroad commission shall be appointed by the governor
and shall serve until revocation of their appointment by the governor, and, on behalf
of the Cumbres and Toltec scenic railroad commission, the state of Colorado shall
pay the necessary expenses and also compensation of said members in an amount
which shall be fixed by the governor and when so fixed shall be changed only by
action of the governor.
