Text
The general assembly hereby finds,
determines, and declares that the merger of the department of administration,
which is responsible for providing specific administrative support services to state
agencies, into the department of personnel, which is responsible for the
administration of the state personnel system, will result in increased efficiency,
reduced costs, increased accountability, and improvements in the provision of
services to state agencies and the public. It is for this purpose that the general
assembly has enacted this article.
