(1)The general assembly hereby finds
and declares:
(a)That the health, safety, and welfare of the people of this state are
dependent upon the continued encouragement, development, and expansion of
opportunities for employment in the private sector in this state;
(b)That the economic history of this state has been characterized by a
boom and bust cycle resulting in severe social and economic dislocation and
dramatic fluctuation in economic activity and public revenues;
(c)That diversification of the state's economic base will contribute to much-needed economic stability;
(d)That it is vital to the continued development of economic opportunity in
this state, including the development of new businesses and the expansion of
existing businesses, that this state provide additiona
