As used in this part 28, unless the context otherwise requires:
(1)Area of high need means:
(a)A city or zip code with rates of youth arrest or citation that are higher
than the surrounding county average, based on available data; or
(b)A city or zip code in a rural or urban community where there is a disparity
between the racial or ethnic composition of the arrested or cited youth population
and the racial or ethnic composition of the surrounding county population.
(2)Deflection means an extrajudicial response to a youth's conduct that is
designed to prevent the youth's formal involvement or further involvement in the
justice system.
(3)Deflection program means a program that promotes positive youth
development by relying on deflection and aims to divert youth from justic
