As used in this part 16, unless the context otherwise requires:

(1)Act of terrorism has the same meaning set forth in 18 U.S.C. sec. 3077
(1)and 28 CFR 0.85 (l).
(2)Biological agent has the same meaning set forth in 18 U.S.C. secs. 178
(1)and 175 (b).
(3)Chemical weapon has the same meaning set forth in 18 U.S.C. sec. 229F
(1).
(4)Critical infrastructure means those systems and assets, whether physical or virtual, that are vital to the state of Colorado so that the incapacity or destruction of such systems and assets would have a debilitating impact on public safety, public health, or economic security.
(5)Destructive device has the same meaning set forth in 18 U.S.C. sec. 921
(a)(4).
(6)Director means the director of the division.
(7)Division means the division of
