(1)Placement of youth
service corps members shall be made in local government agencies and
community-based agencies, under work agreements, and shall include those
assignments which provide for addressing unmet community needs and assisting
the community in economic development efforts. Each work agreement shall:
(a)Demonstrate that the project is appropriate for the youth service corps
members' interests, skills, and abilities and that the project is designed to meet
unmet community needs;
(b)Include a requirement of regular performance evaluation, such evaluation
to include clear work performance standards set by the local government agency
or community-based agency and procedures for identifying strengths,
recommended improvement areas, and conditions for probation or dism
