(1)The youth
service corps, through the director, and with the advice of the Colorado youth
conservation and service corps council established in section 24-32-2003, shall:
(a)Recruit individuals for the youth service corps who are residents of the
state unemployed at the time of application and who are at least sixteen years of
age but who have not reached their twenty-fifth birthday;
(b)Match youth service corps members with appropriate local government
agencies and community-based agencies and available projects;
(c)Develop general employment guidelines for placement of youth service
corps members in local government agencies and community-based agencies
which establish appropriate authority for hiring, firing, grievance procedures, and
employment standards consistent wit
