Text
The provisions of this part 12 are
enacted to establish a state clearinghouse in accordance with circular number A-95
of the United States office of management and budget. In order to avoid duplication
with existing duties and functions of state and local governmental agencies and in
order to preserve the policy of this state that the decision-making authority as to
the character and use of land shall be at the lowest possible level of government, it
is the intent of the general assembly that the state clearinghouse shall be primarily
a state central information center for the receipt and dissemination of federal
assistance information and shall not be a policy-making or planning agency.
